Windows 10: Install fails for July 2020 and August 2020 cumulative updates for 1909 x64

I recently updated in June to version 1909 of Windows 10 on my 2018 Dell Inspirion 7373 laptop. I've noticed in Windows Update history that both the July 2020 and August 2020 cumulative updates have failed after multiple install attempts. The installation gets to 100% and then I get a message that it failed and that it'll try again later. I've tried restarting Windows Update, clearing the distribution folder, downloaded and tried to update manually, etc. and the issue persists. I've search online to see if anyone else is having the same issue and have found several people getting the same error code 0x800f0986 with the same version of Windows 10 1909 and the issue seemed to start after updating to Windows 10 version 1909. Is this issue being looked into? Troubleshooting Windows Update finds no issues and I really don't want to mess around with my computer any further since it seems to be a problem on Microsoft's end and I have college classes starting up in less than 2 weeks with it mostly being online coursework and can't risk making my computer unusable by tinkering with it. I'm not having any other issues with Windows or the computer so it's really just me feeling uneasy because I've missed two cumulative updates now and I know security upgrades are within those updates. The .Net Framework and servicing stack updates always download and install without issue, it's just the cumulative updates that download, install to 100%, then fail with an error code 0x800f0986.


Another unusual thing I noticed is sometimes when I look at Windows Update it has the green checkmark and says I'm all up to date even though in it's update history it says the cumulative update failed. Manually searching for updates brings up the uninstalled cumulative update again only for it to fail again.

Windows 10 Cumulative Updates failing to install since April

The last successful Windows 10 Cumulative Update was in March (KB4551762). Since then, every single update has failed to install:

Steps I have already taken to resolve the issue:

• Windows Update Troubleshooter: Did not find any issues;
  
• sfc/scannow: Windows Resource Protection: Did not find any integrity violations.
  
• DISM /Online /Cleanup-Image /RestoreHealth: The restore operation completed successfully.
  
• ‘In-place’ re-installation using Image Creation Tool or ISO file: Does not support Windows Enterprise.
  
• Re-installation using standalone Windows Installer MSU file (downloaded from Windows Update Catalogue): Installation failed.
  
• deleted all files from C:\WINDOWS\SoftwareDistribution\Download: It did not help.
  
• cleaned C:\WINDOWS\SoftwareDistribution\SLS (deleted all sub-folders except those dated 14th March = last successful Windows update): It did not help.
  

The laptop in part of a domain and I consider Resetting PC as the last resort.

I run DSim and Src. When I run Src, it structed. Update failure message come again.

What to do?

all have failed. I have attempted using many of the suggested fixes to no avail. The most recent attempt were the fixes shown on this page. Always fails at steps 6 to 7; goes to restart.
