Windows 10: installation failed in the safe-os phase with an error during boot operation. ERROR...

I have downloaded an iso for windows 10 from the media creation tool, when I am running the setup in the iso it says installing windows 10 it goes 100% it does a lot of restarts and it open to my desktop again and the setup opens and it says the installation failed in the safe_os phase with an error during boot operation.


I already tried the following:

• My PC passes the compatibility check.
• there is at least 16 GB Free Space on the OS drive.
• all drivers are updated.
  
• Disconnected everything.
  
• Correct drive corruption on C: drive
• Disable/Uninstall Security Software
• Remove the Wi-Fi card.
• Replace RAM slot, anyway, I have only one ram 8 GB and by changing the ram slot, pc not working at all. So I moved it back to the first slot.
• Tried with the media creation tool but my PC stuck in loop restart when set to boot using my USB
• I also changed the USB and tried another one
• Burned a Windows iso image on USB and tried to boot again.
• Safe boot in bios turned off.

What else can I do to fresh install windows 10?

Hi I am getting this error when ever I am trying to upgrade to Windows 10 1903 I have tried both the Media Creation tool and the Windows Upgrade assistant but I get the exact same error every time my error logs is in the link below. please some help me.

I had downloaded the iso file of windows 10 (64 bit) and tried to install it on my dell Inspiron N5110 laptop , setup starts without any problem but everytime on first restart (after 80% installation) it again open windows 8.1 saying error "the installation
failed in the safe os phase with an error during boot operation" Error Code 0xC1900101 - 0x20017

Laptop:

Dell Inspiron N5110

Windows 8.1 pro (64bit) (activated)

Ram :4gb

Processor : Intel Core i5 @ 2.40 ghz quad core

Please provide me any solution to this....I can't wait much to update to windows 10 ....pls...
