Windows 10: Installed Windows 10 on new build, restarted to "continue installation", now stuck in...

Hello,

I've been trying to get this new build working for several hours and some days:
Specs:
MB: MPG Z390 Gaming plus
CPU: Intel i7 9700

PSU: CX 750
GPU: isnt plugged in atm
Storage Drive: 1TB WB Blue 3D NAND SATA SSD


I created a boot USB stick using the Windows creation tool, then proceeded with the install process, after which the computer needed to restart to finish installation, but when it restarted, it got stuck in an endless loop where I would see the spinning dots, then it would shut off and repeat. I got the "unexpected" error once or twice, but most of the time it will just restart and I can't seem to get it to hang on the error again. I had the USB stick still inserted at first, but removed it between restarts to no avail. I've unplugged all periphs with no progress made. I tried repairing the boot manager, but when I try to boot from the USB again, the computer will interrupt the process with another surprise restart while I'm navigating the menu. I don't believe it's a short or a reset/pwr button issue, as this doesn't happen while I'm sitting in the BIOS menu. I'm hesitant to update the BIOS as I've seen that it's a step some people take, but there is risk involved, so I'd rather find out if I'm missing anything before trying that.

Installing Windows 10 on New PC?

I'm going to be building a new PC on Christmas and want to install Windows 10 on it. I have Windows 10 on my current PC, which I installed upgrading from 8.1 with the files on a USB. How do I go about installing a clean copy of Windows 10 on this new PC? I think I recall something about installing it once makes Microsoft recognize your hardware, but since this will be a PC I'm not sure what steps I need to take. Do I need to go 8.1 -> 10 or is there a method of going directly to 10?

windows xp installation and dual core am

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
