1. Are you working on Domain network environment?
   
2. How are you trying to install MSXML 4.0?
   

Method 1: Download MSXML 4.0 from Microsoft update catalogue

1. Navigate to the link
   https://www.catalog.update.microsoft.com/Search.aspx?q=KB2758694
   
2. Click on the Download button beside Security Update for Microsoft XML Core Services 4.0 Service Pack 3 for x64-based Systems (KB2758694)
   
3. Select the language in which you want to download the update.
   
4. Once the .exe file is downloaded, right click on the .exe file and select
   Run as Administrator.
   
5. Follow the on screen instructions to install the update.
   
6. Once the update is installed restart the computer.
   

Method 2: Usually, we see 0x80070490 error if there are corruption in certain components of the operating system.

We can run the DISM command to check for the corrupted components and repair them. To run the DISM command follow the steps mentioned below:

1. Type Command prompt
   in the search bar.
   
2. Right click on the Command Prompt icon and select
   Run as Administrator.
   
3. Copy and paste the following command in Command prompt:
   Dism /Online /Cleanup-Image /RestoreHealth
   
4. Once the process is completed restart the computer.
   

Method 3: Install MSXML 4.0 in Compatibility mode.

You can try installing MSXML 4.0 update in Compatibility mode. To install the update in Compatibility mode follow the steps mentioned below:

1. Right-click on the .exe file of the update and select "Properties".
   
2. Select "Compatibility" Tab.
   
3. Place a check mark next to "Run this program in Compatibility mode" and select the appropriate operating system from the drop down list.
   
4. Let the update install.
   
5. Once the update is installed restart the computer.

MSXML 4.0 SP3 Parser problem

Thankyou for your reply. However it does not really answer the question I have, perhaps I did not explain very clearly.

As far as Windows 10 is concerned I am up to date. I have checked.

The issue is Secunia PSI the programme I use to keep my programmes up to date flags up that MSXML 4.0 is not up to date but sends me to the MS download page for MSXML 6 which is already installed. Installed when I upgraded to Windows 10 from Windows 8.1.

It is flagging up, I think, the last update or version of MSXML 4.0 SP3 Parser

I have decided to include a couple of links to now closed threads in the Secunia PSI forum that may shed some light on my dilemma:

I have version 4.30.2100 of the now unsupported MSXML 4.0, this is apparently vulnerable according to info in above threads. The version I should have is 4.30.2117.0 but as I have now upgraded to Windows 10 I am not sure I can download this final version
of MSXML 4.0 SP3 Parser to patch any vulnerability.

When I posted this question the other day on the Secunia site, an experienced 'handling contributor' who contributed to the above threads suggested my options were to ignore and live with it or uninstall MSXML 4.0 SP3 Parser.

However I checked out a couple of threads on MS Community related to MSXML 4.0 SP3 Parser and the advice was not to uninstall. So I do not know what to do about this apparent vulnerability I have ?

I am not very tech savvie and would appreciate further guidance regarding this issue.

unable to install msxml 4 SP3

I have had to re-install windows after a failed update locked me out of the OS.
I have a new ssd and a fresh install of Win 10 Pro version 1809 build 17763.379, but I am unable to install an app that worked fine on the old system, version 1703 build 15063.483

It requires msxml 4.0 Parser SP3 version 4.30.2117.0 or higher.
The app attempts to install the correct version from Microsoft, but it fails.

The app developers say to manually install the msxml.msi file from Microsoft.
I've downloaded the file and attempted to install it but it does not work.

If I look in Settings / Apps, MSXML 4.0 SP3 Parser appears to be installed, version number 4.30.2100.0

If I look via windows explorer / Program Files (x86), there is a folder called MSXML 4.0 but it only contains the eula.

If I look at Windows / System 32 / I can find the following .dll files:
msxml3.dll
msxml3r.dll
msxml6.dll
msxml6r.dll

but no msxml4.dll

I have also attempted this installation on a separate PC running Win10 Home, version 1809 build 17763.437 and it has the same issues, so I think this may be an incorrect windows setting?

I really need to install the software that requires this version of msxml, so if anyone can suggest a way to get msxml 4.30.2117.0 installed and working correctly
it would be much appreciated.
