Windows 10: Intel HD Graphics 4600 worse than 4000 drawing static diagonal lines

Windows 10 Pro 64-bit, Version 2004 Build 19041.572
The Intel HD Graphics 4600 Driver version 20.19.15.4835 on my refurb Dell Optiplex 9020 draws scratchy broken static diagonal lines, example attached. This is on the same VGA-connected HP 24" display at 1920x1080 as my last broken pc which had Windows 7 Pro 64 with Intel HD Graphics 4000, where the lines were perfect. I tried the suggested Intel Driver & Support Assistant and it reported there's were no updates available. I wonder if there's something in the OS similar to font smoothing that could improve this. Or Something else, for no money.

My computer is ready for windows 10 update, its reserved. But it gave me a message saying my intel hd graphics 4000 driver is not compatible. There is no windows 10 drivers on Intels site. Will microsoft give an updated driver for intel hd graphics 4000

I have Intel HD Graphics 4000 adapter but whenever I run the game it shows me that I have No Graphics Adapter

 

Intel HD Graphics 4600 with Nvida GT 610


By searching with google, which lead to many sites with benchmark and people with similar question, I found that Intel HD 4000 is better than gt610. And intel hd 4600 is better than intel hd 4000.
So the conclusion is intel hd 4600 is better than gt610.
