    Yes the issue does go away once she's home for a bit. But what can be syncing that much data to the point I am at 400 ping in my games?

    You can log onto the router and see if the phone is sending/receiving a lot of data. My guess is that the upload speed would be the limiting factor, for instance if your mom is syncing photos from her phone to a cloud service.

    What internet speed are you subscribing to?
    What type of connection is it? (xDSL, Cable, Fibre...)
