Windows 10: interupted reset

laptop was turned off during reset and now it wont go past opening startup when turned on??its caught in a constant loop of starting,turning off and then trying to open again?

im trying to download state of decay 2 on windows 10 but the download interupts almost instantly after i start it, is there any fixes for this? i've already tried trouble shooting, resetting and updating but nothing seems to help.

Thank you john for all of your help i decided to get the usb my computer came with and factory reset it i didnt have anything that personal or valueable so its ok thanks for the help though i appreciate it
