Windows 10: IP Helper and WinHTTP Web Proxy Auto-Discovery Service won't start

Hi. My PC is running on Windows 10 Home 64bit. I was trying to play Forza Horizon 4 from Microsoft Store but unable to play online. as I tried to troubleshoot. It says Teredo is unable to qualify and server connectivity is blocked. below those 2 error has website link to solve the issue. I followed every steps on those two links to fix my issues but ultimately "IP Helper and WinHTTP Web Proxy Auto-Discovery Service won't start" on services can't be fixed. IP Helper is set to start automatically but unable to start it. While WinHTTP Web Proxy Auto-Discovery Service is greyed out and can't be set to start or anything. Is there anything I can do to fix this?

WinHTTP Web Proxy Auto-Discovery Service is disabled and cant start.

im trying to use the xbox app party chat and toredo is not connected because ip helper service cant start. because its dependent on WinHTTP Web Proxy Auto-Discovery Service and its disabled. its grayed out and cant change its state all the info ive looked
for is horribly out of date and i cant find any way to get this service started. please help

 

Problem with WinHTTP Web Proxy Auto-Discovery Service

WinHTTP Web Proxy Auto-Discovery Service keeps on disabling itself. After I changed it to automatic it switched back to disabled in services.msc Why does it keep changing?

 

WinHTTP Web Proxy Auto-Discovery Service constantly using 26% CPU

After the laptop goes out of sleep, WinHTTP Web Proxy Auto-Discovery Service uses 26% CPU and only reboot helps. I also unchecked "Automatically detect settings" in proxy settings.
