Windows 10: Is Backgrounddownload.exe a system app?

Recently some of my data is being used up quickly and i cant pinpoint why so i download netbalancer and now i see that there is this app called Backgrounddownload.exe which has sucked up some of data, it shows data used by idm separately so i m sure as hell i didnt download anything using it, I do wonder if its a system update thing? but my last system update was long ago

Mail app will not open on 10041.

Hello Adam,

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

 

NESHTA.A VIRUS REMOVED BUT .EXE NOT WORKING

It is possible that you .exe is not working due to corrupted system files or account. To assist you better, kindly answer the following questions:

• Does this happen with a specific application or with all of your application?
• Have you tried creating a new admin account to check if the issue also with new account or only with the current account?

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.
