Windows 10: Is BIOS or Windows 10 responsible for setting Num Lock at startup?

When my computer starts/reboots, the Num Lock is set to off whilst I like it to be set to on. Does the solution lie in the BIOS or in Windows 10?

BIOS set Num Lock on at boot. Windows 10 sometimes loads with Num Lock on and sometimes doesn't, more often not. Any idea why or any way to help Win 10 do the right thing?

 

Set num lock as default on start up

My Bios does not give me that option. NUM Lock came on before upgrading to Windows 10. It is also interesting when the computer first boots up, the NUM Lock light comes on. It goes out when Windows starts loading. Should be able to put a fix somewhere
in settings in Windows since Windows cancels it.

Windows takes over this setting. In newer Insider builds this setting is set to ON at start. You'll have to wait that MS include such behavior in regular updates. Or switch to Insider builds (but at this moment stay with slow ring).
