Windows 10: Is it normal for “touch keyboard and handwriting panel” service interfering with typing in...

Hello!

First I'd like to say sorry for my ignorance as I have no knowledge in programming or how software works whatsoever and I just might be too stupid to figure it out. But from its description, I thought “touch keyboard and handwriting panel” service is supposed to only related to touch keyboard and handwriting function. But I find it to be more than that. Here’ what I experienced:

1. I can only type in English and cannot type in other language if I did not enable it first.
2. I cannot type anything in Windows search bar if I did not enable it first. I can copy and paste text in the bar though.
3. After I enable it, I can type in other language. But then I cannot disable it. The stop button in its service page is grey and cannot be clicked.
4. I repeatedly try to set its startup as “automatic” so I can type in other language after boot. But every time I reboot my system, it changes itself to “Manual”. I tried regedit, but it still changes itself to “Manual”. So I still need to manually start the service every time after boot.

I can still work or play as normal, I just have to enable it first. But it just confuses me deeply that why “touch keyboard and handwriting panel” service behave like that? I tried to search for answers for awhile, but nothing comes up. And I’m just very curious about why? And is it possible to disable it without canceling the function of typing in other language?

• What is the make and model of your device?

If the above steps didn't work, we suggest that you disable the Touch Keyboard and Handwriting Panel Service. Please follow these steps:

• Click on Start.
• Type Services, and then press Enter.
• On the right pane, look for Touch Keyboard and Handwriting Panel Service. Double-click on it.
• Locate the Startup Type drop down, and change it to Disabled.
• Click on Apply button to save changes.
• Click on OK button to close the Touch Keyboard and Handwriting Panel Service
  window.
