Windows 10: Is Sketchbook pro a one time purchase price of 19.99?

When I checked the price of sketchbook pro in Microsoft store, I saw a price of 19.99. The charge shows up as a repeating charge of 19.99 on my credit card.Has anyone else seen this? This seems like a fraud. The price does not say anywhere that this is a repeating charge

Are prices going to change in the future? I dont know, as I understand it the developers decide the price but the minimum 99 cents

purchased and installed window pro upgrade for $99 from microsoft websit and can not see that it was completed

 

Memory use shoots up to 99% after idle time

I'm facing this problem in the last few days. Memory use according to Task Manager goes up to 99%, CPU reaches 80% and the PC becomes almost totally unresponsive.

Based on similar threads I installed RAMMap and here's what is shown.




I installed Poolmon and ran it and this is what I get.




Please note that the first entry does not show a tag. Is this normal?

According to the rest of the listing I should investigate Volsnap.sys and atc.sys. Could you advise what are the next steps?
