Is System 32 part of my computer or part of the OS?

So im new to idea of having a desktop and i tried installing Windows 10 for it since it doesn't have an OS yet, so its worrisome that when i booted my flash drive it loaded an error saying system 32 is missing, so is system 32 part of my computer or is it part of the OS? And what do i do about this? Is the problem in the hardware? Or is this like a software problem?

Sorry if i know so little, im currently new to owning an actual desktop since all i get were laptops which already come with an OS, and since this is technically my 2nd computer and it being my 1st desktop i do wanna learn more about this kinds of errors.

    :)

ok, as it seems that parting the computer out will be the "thing" to do.

so tonight, i will consult with the person im selling it for and put up a price list for individual components. all parts carry warranty btw.

Is System 32 part of my computer or part of the OS?

The MOST important part of your computer, monitor, or peripheral is........

Long story short the most stepped on, tripped over, accidently severed, overlooked, ignored and abused part of a computer or monitor or printer or scanner or peripheral is called a Power Cord or 3 pin shroud power connector. No Juice No Nothing!
