Windows 10: Is there a way to make an account that can't be deleted

Is there a way to make a 2nd user in a pc and be sure it can't be deleted unless it asks for a password that the 2nd user set, or is there any program that do that?

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

Step 1: Steps to Remove a User Account in Settings
