Windows 10: Is there a way to turn off notifications when my PC is off?

So I have Twitter notifications set on my PC, that way when I'm using it, I can quickly jump to the Twitter page to see what happened. Anyway, each day when I turn on my PC, the notifications will get spammed with everything that happened overnight. Is there a way I can change it so when my PC is off, it won't receive notifications and it won't spam me when I turn it on in the morning? Thank you

Yeah, thats not a solution she is interested in......I've suggested that course of action. Thanks though.

Just to clarify, I feel that there MUST be a step, or series of steps to turn off JUST the wireless notification sound. Thats what Im driving @ here.

I suggest you please follow the below steps and check if it helps:

• 
  Type notification on the search bar and click on
  notification & action settings.
  
• 
  And click on select which icons appear on the taskbar.
  
• 
  Turn on show app notification separately for each app.

Turn off icloud storage notifications on Windows.

For some reason the iCloud app is not listed in my list in notifications and actions so I cannot turn it off as suggested. Is this because of a recent update by Apple?
