Windows 10: Issue Adjusting Brightness in Win10

Ever since I installed the latest Windows10 update (sometime in Feb 2019), I am having trouble adjusting my display brightness, either through the dedicated buttons or through display settings. When I restart my laptop, it works, but then after a while, either when it's idle or it goes to sleep or in hibernation, it stops working afterwards. The only way to get it work again is through restart. I changed the display adapter through device manager to "microsoft basic" and then re-installed the latest adapter (intel UHD 620) and the issue persists. Most of the troubleshoot forums online have solutions that date back to 2018, so not sure if this is the same issue. The fixes suggested aren't working. Hopefully someone can help. Thanks.

Brightness can not be adjusted.

• What is the make and model of your device?
• Were you able to see any error message/ error code with this issue?
• Have you tried to install all the pending updates for drivers and Windows Updates on your device?

This issue might have happened due to corrupted/ outdated drivers.

• In the make sure that the Brightness is ON.
