Windows 10: Issues downloading some things and I cant tell progress of download

I've been having troubles downloading a couple of apps lately. On the download bar it stays at a certain download in the case of Ark: 95.20 Mb of 94.44GB and wont move from that spot. Now I've tried pausing the download and then restarting but it comes up with an error code when I do that and then won't restart the download unless I restart my computer and try it again. I've tried windows store troubleshooter, tried re-registering all the apps via regedit, uninstalled and reinstalled via powershell, and finally I'm now trying to just leave it to see if it'll eventually go. In the windows store it hasn't moved a single MB however when I check task manager it shows Service Host Network Service is taking all my Download speed (yes i know my internet sucks) and when I click on the start/windows button it shows Ark and a bar that's nearly half finished.

My question I suppose is this; Is my download working, and if so how do I fix the other issues of it not showing progress in store and the error code that pops up when I pause it?

I assume one of the main issues is my poor internet speed ( yay for small communities getting shafted in choices) but the inability to pause the download means I have to suck up all the bandwidth in the house with no ability to control when i want to continue the download. I don't have this issue on steam or any other game client

Something wrong with downloads?

maybe list the specific file you are trying to download. I also just grabbed a download with no issues, and good speed.
