Windows 10: Issues switching out of S mode on windows 10 home version 1803

I am going freaking crazy here.... I have this new laptop and it came with windows 10 home. I would very much like to switch out of S mode, but I cannot. I have been reading forums, watching youtube videos, etc. - and NONE of them have addressed what seemed to be a small issue, but has proved to be anything but...

I follow the steps everyone says, but the store NEVER gives me the option to switch out of S mode, it just keeps saying that I have no choice on the version of store that I have. I have manually updated everything, but it continues to give me the same message (screen shot below).

What do I do???

The Windows Welcome experience will only be shown after installation of updates and occasionally when you sign in to highlight what's new and suggested by design. For more information about the new features and content of Windows 10 1803, please refer to
these support articles. It also includes a video that summarizes the new content in this release:

• What's new in Windows 10, version 1803

Also, make sure that the Windows welcome experience is enabled on your PC. Follow the steps below:

1. Open Settings > System > Notifications & actions.
2. Under Notifications, toggle the switch On "Show me the Windows welcome experience after updates and occasionally when I sign in to highlight what's new and suggested".

Airplane mode switch not working

Since the troubleshooting steps that were provided did not resolve the issue, we suggest switching on the Radio Management Service. To do that, please follow the steps below:

• Press Windows key + R.
• Type services.msc, then hit Enter.
• Search for Radio Management Service.
  
• Right-click, then choose Start.

Note: Never ever set this service to "Disabled".

Get back to us if the steps won't work.
