  1. Issues when using Taskbar on Windows 10

Essentially, whenever I log into my account and scroll over the taskbar, the loading icon replaces my cursor until I scroll back off of the taskbar. After ~2 minutes of this, the loading icon goes away, but no part of the taskbar is functional; the cursor acts as if the taskbar isn't there at all. I tried restarting Windows Explorer from the Task Manager, which allows things like Cortana and the Start button to, at the very least, be highlighted, but whenever I click on them, nothing happens. In fact, the only icon that actually works is the Task View tool. I've searched the Internet for a solution for a while, any suggestions would be much appreciated!

Issues when using Taskbar on Windows 10

    Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

    • Open a new Explorer window.
    • Click View in the ribbon.
    • Click Options.
    • Under General, next to “Open File Explorer to:” choose “This PC.”
    • Click OK
