Windows 10: Issues with ATI Mobility Radeon HD 4550 after update to build 1809

I have an old Dell Studio Laptop 1558, which comes with an integrated ATI card. It had been working without issues with the legacy 13.1 driver from AMD (8.970.100.7000), until the roll out of build 1809 in May 2019. However, after that, the driver cannot longer be loaded nor reinstalled. Unfortunately, I was away for a period, and the 10 days for rolling back the update has passed. This is the message that appears in the device properties:


Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)

I have tried so far: (1) re-install the driver 13.1 (with and without compatibility mode), (2) use the later 13.9 version for Windows Vista (with and without compatibility mode), (3) get a newer driver through Windows Update, and (4) use the Microsoft provided driver in KB4057291. Somewhere I found that I should try installing the driver without internet connection. That also failed. Any suggestions that would prevent me from making a clean install?

WINDOWS 10 ATI MOBILITY RADEON HD 5000

My PC came with Windows 7 Home Premium x64 OS, ATI MOBILITY RADEON HD 5470 Graphics. I have upgraded to Windows 10 and reversed back to Windows 7 several times and now not sure to upgrade again. After the upgrade to Windows 10 anytime I am watching video,
the PC FREEZES and heat up. I checked the Graphics, instead of ATI MOBILITY RADEON HD 5470 for Windows 7 is ATI MOBILITY RADEON HD 5000 for the Windows 10. Can Microsoft programme the Windows 10 to use the same Graphics ( ATI MOBILITY RADEON HD 5470 ) for
the Windows 7?

NB: I downloaded Catalyst Software Suite update (Legacy) from AMD website for Windows 7 using auto detect but I didn't work because it turned out to be ATI MOBILITY RADEON HD 5000.

 

Advanced Micro Devices, Inc. driver update for ATI Mobility Radeon HD 4200 Series - Error 0x800f0203

This update has been trying (and failing) to install daily for over a month now. the additional information says:

"Advanced Micro Devices, Inc. driver update for ATI Mobility Radeon HD 4200 Series

"This driver was provided by Advanced Micro Devices, Inc. for support of ATI Mobility Radeon HD 4200 Series"

According to the AMD web site, they no longer support this video. It says that the driver for this device has been provided as a courtesy to Microsoft, and that you should use Windows Update to install the driver. To quote the AMD website:

ATI Radeon™ HD 4000/ATI Mobility Radeon™ HD 4000, ATI Radeon™ HD 3000/ATI Mobility Radeon™ HD 3000, and ATI Radeon™ HD 2000/ATI Mobility Radeon™ HD 2000 Series Graphics reached peak performance optimization in October, 2013.

No additional driver releases are planned for these products.

The last operating system supported using the AMD drivers was Microsoft Windows® 8 with the AMD Catalyst 13.1 driver package, which can be downloaded from the AMD Driver page :

Driver support for these products under Windows® 8.1 and Windows® 10 is only available via Windows Update. Please enable Windows Update to allow it to automatically detect and install display driver version 8.970.100.9001"

According to Device Manager, this is the driver version that is already installed on my system. Any suggestions about how to resolve this issue will be greatly appreciated.

 

ATI Radeon HD 3200 graphics

I know its the Display Adapters (ATI Radeon HD 3200 graphics) I can't disable or uninstall it, without it updating after I restart the computer, I also tried a website page that someone sent for blocking it but to no avail...Why does Microsoft give
updates to window 10 when they don't work right??? the ATI Radeon HD 3200 Graphics has yellow on the tab also indicating a bad adapter...suggestions are welcomed, but it don't look like anything will work.
