Windows 10: Issues with laptop startup after reformatting

I was having issues that led me to making the call to reformat. I went though the standard procedure and reformatted. After the 4 or 5 hours it took to reformat, it was finally done and set my computer started to turn on.


however, it is on a loop in the dell startup screen. Itll load that screen for about 5 seconds, the fan will be whirring, then will go black screen and the fan stops.


then it will go to the dell loading screen, fan turns on, then black screen, fan turns off.


it is in an infinite loop. i have no idea what to do. i just reformatted using the built in windows 10 reformat option why is this such a hassle.

I'm not sure how to do that. Could you list the steps for a noob?

 

Reformat upgraded win10 laptop


Is there a way to know what my license number is? Laptop is not with me at the moment so I could not check it. I believe it still has the sticker where the license is printed at. Does it retain the old license or a new one is made when I upgraded to Win10?

Second question, what would be the best step in reformatting the laptop? Is there an option in Win10 where it would reformat and come back immediately to Win10?

 

Recover or Reformat?

The reformat won't budge?

I did what you said and then was told to remove the CD from the CD-Rom Drive, put in the recovery CD and then press the 'OK' button to continue

So I changed to the next disk but the OK doesn't appear to be being 'pressed'. Yes I have pushed enter on the keyboard which is what I have been using to get me through the other steps..

Any suggestions?
