Windows 10: Issues with Taskbar / Action Center / Setting / Alt+Tab / Accessing any storage (with...

I'm sorry that I have to make a post for all the issues combined.


I tried several ways mentioned in each similar issue QA, but they did not work.


Since the updates of Win10 in early Oct. (around Oct.1-5), I encountered following issue ever since.

Though there was 2 updates afterward, they did not have it fixed.


1. Desktop missing (seldom)

Once I enter the password (or PIN), the desktop may not shows up sometime.

It is total blank (black) with only mouse cursor visible and "widows" key is not functional either (Task bar not visible)

At the moment, the only thing functional is "Ctrl + Alt + Del" to bring up menu and restart it.

There's a chance (2/3) that desktop would come out.

Then it goes to issue#2.


2. Taskbar / Action Center / Alt+Tab not functional.

As described, Taskbar is not clickable even when it shows up.

Action Center is no longer valid (normally active when click on the margin of screen).

Alt + Tab is no longer functional, along with the malfunctioned task bar. I could only switch between programs through "Ctrl+Alt+Del" with task manager.


3. Setting is not valid.

I tried to get access to Settings to deal with some of the issues (as suggested in similar post in the past).

I just can't get to it. Here's what I tried.

A. Takbar is gone, so to get it in startup menu is not possible.

B. To click on "My Computer" on desktop and click on "Settings" icon in explorer more is not working.

The system would seems to pause a bit (that the explorer window is not responding), and nothing happened.


4. Any connection to portable storage (through USB, with BitLocker) is invalid.

Either the drive is not shown properly (in explorer), or it is just not functional.


All these issues are making the laptop malfunctioned that I'm thinking about reinstall the entire system.

Action Center Taskbar Icon not Showing App Icons

I realize that you are facing the issue with the taskbar in Windows 10, let me assist you.

It seems that the task bar and notifications settings have been changed.

  Personalization option.

Action center not on taskbar!

In settings, notifications and actions, the action center is on in system icons but on the taskbar its not there. Help

 

Personalization Settings for Colors for "make Start, taskbar and action center transparent" is not listed

I'm a tad confused. :/

I have Windows 10 installed on a PC at work and two PCs at home (Home and Professional).

But on my home PC the Personalization Settings for Colors for "make Start, taskbar and action center transparent" is not listed, but "Transparency effects" is listed and On; however this doesn't result in to the same
Transparency of the Start, taskbar and action center screens.

Why are the Settings options different or configured and listed differently on PCs running with same version of Windows?

How many variations are there?

Where is the definitive help (when "Find a setting" shows options that are not available in reality).
