Windows 10: I've got the 0xc0000020 error message, reinstalled windows, and after that it still appears

when I try to run games it says "atiumdva.dll was not designed for this version of Windows" or something. I read comments saying that I should reinstall Windows, I did, and nothing has changed. pls help
