Windows 10: Japanese Language Pack "Basic Typing" stuck on download, Windows 11 Home

On Windows 10 I was able to type in Japanese but I needed to again now after downloading Windows 11 and realized I had to redownload it. No problem, tried to download basic typing as that is all I need but it keeps getting stuck at this point. I have restarted my computer and deleted the pack and redownloaded it. I also tried many other things as recommended by other posts and articles, nothing works. Please help :

Not able to download Japanese Language Pack - Basic Typing after update

Hi All,

I'm using Windows 10 and after update to Build 17763, input of Japanese with Microsoft IME stopped working.

Whenever I try to switch to Japanese typing, it displays "Japanese IME is not ready yet".

After searching a bit, I've decided to re-install the language pack.

Re-install works however downloading of "Basic Typing" fails with either below message:

Here is the exact step I've taken:

1. Time & Language > Language > Preferred Language

2. Select Japanese > Remove

3. Add a language > Japanese

4. Select Japanese > Options

5. Despite "Basic Typing" were selected in (3), Download button appeared

6. Click on download and voila

There's informaiton level log in event log which doesn't really help:

I've also tried Advanced Settings for Microsoft IME > Reset Property Setting but to no avail.

Any help is appreciated.

To get a better clarity about the issue, please provide the details below:

• Do you receive any error message?
• Did you make any changes prior to the issue?

Meanwhile, I suggest you to follow the steps below and check if it helps.

Step 1:

• 
  Press Windows + I keys on the keyboard to open Settings menu.
  
• 
  Click on Time and language in settings window.
  
• 
  Click on Region and language from left navigation pane.
  
• 
  Click on Add a language (+ symbol)
  
• 
  Select Japanese language pack.
  
• Now, click on Japanese language pack and click on
  Set a default button under the Region and language from left navigation pane.

Step 2:

• 
  Press Windows + X keys on the keyboard, select
  Control panel.
  
• 
  Type Language in the search bar located at the top right corner of Control panel and click on language.
  
• 
  Click on the Japaneselanguage pack on the Language window.
  
• 
  Click on Download and install language pack button under
  Japanese
  language pack.
  
• 
  Enter the administrator password if prompted.
  
• 
  Click on Save button.
