Windows 10: Java .jar file is not downloaded as a java file.

I like playing Minecraft, and I like to play with friends. So I tried to download the sever.jar file and it downloaded a download but, when I wnt to open this file it brought me to internet explorer manage download files page. It asked me if I wanted to save, open, or save then open. i clicked open it brought mre back to the same page. Why did this download not download as a java .jar file like it is suppose to and why is it sending me through that loop of the same questions? Please help. This is my second time hopefully you can help get it fixed.

if you know the manual then you know you dont put the code in the program, you convert all of your java class files into a jar file using their compiler.

As a side note to Easy Rhinos comment, you can only jar .class files, meaning that you need to compile all the .java files and them jar the .class files resulting from the compilation. Example:

I have searched around the web, but i cant find anyone to explain it how to
and where to put this code down here in order for the compilator to convert it
from .java to a .jar file so the program or games i do in neatbeans can be executed in
my mobile phone!
