Windows 10: jerky stop motion video, dropping frames after upgrading from win7

This worked well, F8 functionality restored.
I booted into safe mode.
I deleted the driver using ddu
I tried to again install nvidia driver, it fails.

So I am using ddu again

How can I get a working nvidia driver to install?

Would this help it install? How to logon as administrator?
I cant believe I cant install the driver.

I fear that windows will try and install that borked driver again locking me out and will have to reboot again into safe mode to remove it.
Got to have a working video driver to watch TV on this PC.

Although I being the only user am an administrator supposedly.

Windows managed to reset itself as it was at the beginning. It is running an old driver 341.27, which it self installs. I can not install a driver myself.

The video is again jerky looking.

If you watch the spining nvidia logo thing, you will see it halts, is not smooth spinning, so when you watch TV it is chopped up looking.

It is no good to watch jerking TV, I will have to go back to win7, if I can not resolve this.
Without a driver installed, there is no jerking video, so it is the driver. I can not believe the card is defective. I could believe Nvidia has cripple wared the driver for this older card though! Maybe to force you into buying a newer one.

I will have to pull a newer video card out from another PC to test this out. But IMO, should not have to do that. Makes a lot of work for me. I already lost 2 days of stressing dealing with this.
All the TV programs require accelerated video, youtube does not. Without the driver, youtube is smooth, with the driver it is jerky, so you naturally think it is a driver issue..

 

The jerky video problem just disappeared, all by itself, I mean I did nothing.
Right after 8:00 pm. Suddenly I notice, all the video is smooth. An hour earlier it got so bad the audio was way lagging the video.
So what happened to make it work?

Wife had switched the TV to TV, its own tuner from off of HDMI. So it is not fixed.

 

are you using/installing fall creator 1709 ver? I did have problem with installing the NVidia driver for my fx1800. had to use windows update to install the driver for it. but I am still having problem getting it to sleep and wake properly

 

it is version 1709 that is on the PC.

My plan is to try another card. I can even pull the card and use the MB onboard card for testing. If I can not make it work, my plan is to downgrade to win7.

 

I fixed the problem early this am.
I took the GT610 out of my desktop pc and put it in the jerky broken PC.
windows 10 detected the card and downloaded a new different nvidia driver from fall 2017 versus the borked 2015 driver for the gtx260 video card that it prefers for that gtx260.

The video is perfectly smooth. So the driver that windows uses is defective if you have a gtx260 video card. And you can not install a new driver, at least I cant.
Was a lot of work, the gtx260 is a big card and I had to mod my ubuntu desktop pc's case to fit it in there.


I put the gtx260 in my ubuntu desktop and the video is smooth and perfect, accelerated video is fine, TV is fine, so the card is fine.

I prefer to stay on win10, because it is modern OS and I can easily fix it if I loose the OS with a failure, versus win7.

 

I have an update!
I put that GTX260 in a more powerful PC.
A 6 core CPU newer motherboard versus 4 core and 16gb ram verus 8gb ram.
And the card installed and video is smooth. Both CPU are AMD chips.
The driver is from 11/14/2016, version 21.21.13.4201, which is newer than the PC it was not working in.

So the card can work in win10 ok, depending on the hardware combination.
