  4. KB 4023057 and KB 4480730 Updates Showing in Control Panel

Failing to update these KB 3135782, KB 890830 and KB 3135173

The suggestion was to first fix Windows Update but I noticed that my main issue was with the download of KB3135782. Once at the "View All" list of troubleshooting apps I noticed the first one was 'Background Intelligent Transfer Service'. 2 errors
were fixed when performing this step. I added this as steps 4a and 4b (redundant check) to original instructions below.

I suggest you to run the Windows Update troubleshooter and check if it helps.

    1. Click on search bar next to Start Menu.

    2. Type “Troubleshooting” without the quotes and click on
    Troubleshooting.

    3. Click on View All on the left panel of the screen.

    4. Click on Windows Update

4a. Click on Background Intelligent Transfer Service

    4b. Click on Windows Update

    5. Click on Next and follow the prompts to run the troubleshooter. Restart the PC and check.

After reboot I tried updates again and still was stuck at a download error for KB3135782 but notice that 2 other KB's that had failed the download were now working. Hey, 2 out of 3 right! Maybe the manual download of KB3135782
would now work. Microsoft Update Catalog Type in KB article and find your specific version as listed
in your Window update list. Mine was the 1511 64 bit version. Download worked, installed and another reboot.

After reboot check Windows Updates and KB3135782 shows error but continue with remaining updates anyway. All updates installed and another reboot. Finally getting some of the standard screens of percent of update during reboot.

After restart Windows Updates briefly reports that some updates were not installed because the computer was turned off. Whatever, I don’t really believe you anymore Windows Update Service. Let’s check again and see for ourselves. Note that the update
check this time took a significant amount of time which tells me it was rebuilding the catalog. Sure enough, the updates have succeeded and I have a few more to be installed. Another reboot and multiple checks came back clean.
