Windows 10: KB4481031 Failed To Install On Win 10; but Checking For Updates States I Have All Updates

Any thoughts? I can't find a manual dl for KB4481031 anywhere on the MS site. It is supposed to be a .net update. I also got error code 0x80004004 on that failure which per Google is usually associated with Degender updates, not .net updates.

It came back as "Update KB4481031 Is Already Installed On This Computer". But in update history, it states that the update failed yesterday.

I just did step one and they have just all installed.... thank you so much.... it was quite frustrating having that update window pop up every 5 minutes and failing to instal every time

Win 10 1607 update

I did not even pay attention to this update until now.
Just checked my update log and discovered at least 10 failed attempts to install it.
Checking for updates manually showed that I'm up to date, though.

Now I simply downloaded an upgrade tool from MS and few minutes later it is already at 82%.
