    I was running into this error and tried just about everything to resolve it. I decided to wife the drive and install Windows x64 1909 from a newly created USB stick and the update failed with the same message.

    The only thing I can think of is; I have another UEFI based OS installed on a 2nd SSD and Windows 10 places the Microsoft EFI information in the EFI partition on that other drive. This has never been a problem for any other update.

    So this is how my drives 'look'

    Update.

    So this time I wiped the Microsoft EFI information from the other drive and installed from scratch again but instead of going willy nilly right into Windows Update and converting to Enterprise, I chilled out and waited for everything to load and let it install drivers on its own that prompted a restart. Then went into Windows Update (still as Win 10 Home) and started the first round of updates, rebooted got to the Security update and it failed again.
