What's new for Windows 10, version 1909 and Windows 10, version 1903 release notes
Windows 10, versions 1903 and 1909 share a common core operating system and an identical set of system files. As a result, the new features in Windows 10, version 1909 were included in the recent monthly quality update for Windows 10, version 1903 (released October 8, 2019), but are currently in a dormant state. These new features will remain dormant until they are turned on using an enablement package, which is a small, quick-to-install “master switch” that simply activates the Windows 10, version 1909 features.
To reflect this change, the release notes for Windows 10, version 1903 and Windows 10, version 1909 will share an update history page. Each release page will contain a list of addressed issues for both 1903 and 1909 versions. Note that the 1909 version will always contain the fixes for 1903; however, 1903 will not contain the fixes for 1909. This page will provide you with the build numbers for both 1909 and 1903 versions so that it will be easier for support to assist you if you encounter issues.

Note This release also contains updates for Microsoft HoloLens (OS Build 18362.1039) released November 12, 2019. Microsoft will release an update directly to the Windows Update Client to improve Windows Update reliability on Microsoft HoloLens that have not updated to this most recent OS Build.

This security update includes quality improvements. Key changes include:

Addresses an issue in the Keyboard Lockdown Subsystem that might not filter key input correctly.

Provides protections against the Intel® Processor Machine Check Error vulnerability (CVE-2018-12207). Use the registry setting as described in the Guidance KB article. (This registry setting is disabled by default.)

Provides protections against the Intel® Transactional Synchronization Extensions (Intel® TSX) Transaction Asynchronous Abort vulnerability (CVE-2019-11135). Use the registry settings as described in the Windows Client and Windows Server articles. (These registry settings are enabled by default for Windows Client OS editions and Windows Server OS editions.)

Security updates to Microsoft Scripting Engine, Internet Explorer, Windows App Platform and Frameworks, Microsoft Edge, Windows Fundamentals, Windows Cryptography, Windows Virtualization, Windows Linux, Windows Kernel, Windows Datacenter Networking, and the Microsoft JET Database Engine.

If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

Windows Update Improvements
Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 feature update based on device compatibility and Windows Update for Business deferral policy. This doesn't apply to long-term servicing editions.

Known issues in this update

Symptom Workaround Applies To When setting up a new Windows device during the Out of Box Experience (OOBE), you might be unable to create a local user when using Input Method Editor (IME). This issue might affect you if you are using the IME for Chinese, Japanese, or Korean languages.

Note This issue does not affect using a Microsoft Account during OOBE. To mitigate this issue, set the keyboard language to English during user creation or use a Microsoft Account to complete OOBE. You can set the keyboard language back to your preferred language after user creation. Once the OOBE is done and you are at the desktop, you can rename the current user using these instructions. If you prefer to create a new local user, see KB4026923.

Cumulative Update KB4517211 Windows 10 v1903 build 18362.387 Sept. 26 Win Update

That RP ring build below is an Insider build for Windows 10 v1909. It would be ahead of the public retail releases for Windows 10 v1903.

I thought that MS was going equalize the build that was in the Slow ring to the one in The RP Ring. So this is another different CU a Tad Confusing @Brink..

The Hub shows that I am still on 19H1..

Oh, they'll fix it alright. It's just they'll break 5 more things when they do. I honestly don't think MS has the chops to manage a program of this complexity, with all the 'rings' and builds and A/B tests and crap flying around.

Agree. And to add to the list one can cite the terminology confusion, just to name a few: Windows Defender for Microsoft Defendder, the renaming of the Builds' names, sometimes the fusion of two flights in the same Insider build, like when they join Fast and Skippy or for v.1903 one has two 18362./18363. (the 10%). If I go for what is going on in the Insiders Programs, it is like getting into a maze with regard to this topic (terminology confusion).

My personal favourite:

To offer a clarification on these releases – 19H1 and 19H2 share the same servicing content. That means they share the same Cumulative Update package. For the small subset of Windows Insiders (the 10%) in Release Preview who were given the option to install 19H2, an enablement package is downloaded from Windows Update that turns on the 19H2 features. This *changes* the build number for the OS from 19H1 Build 18362 to 19H2 Build 18363. Because they use the same servicing content, the build revision number (the number that comes after the dot) will always match between 19H1 and 19H2. As we continue to test our servicing packages in the Release Preview ring, Insiders on 19H1 and 19H2 will get a single Cumulative Update with the same fixes.

Cannot Find Desktop App Converter Base Image Build 18363

I am running Windows 10 on the Release Preview ring, which means my build is 18363. I want to convert a desktop app using Microsoft's Desktop App Converter. However, the only build I can find that is even remotely related to my version of Windows is build
18362, which will not work. Is there anywhere I can download the base image for build 18363? Or do I need to wait until the next version of Windows is released?
