    This doesn't seems to be getting pushed/pulled in any way on a 1909 recently updated machine.
    That is correct, the KB article only lists the Update Catalog under 'How to obtain and install this update'.

    The reason is probably because it only contains one single fix....
    ...that may only affect a few users (maybe just business users?). As such it's available for download for those affected, but not being pushed to everyone.
