Windows 10: KB4592438 and 0xc0000142 error.

The recently released KB4592438 update from Windows has broken many applications on my computer. The applications that I've confirmed broken so far are: cmd.exe, reg.exe, ceip.exe (Citrix), battlenet, windows update troubleshooter. The broken applications give a 0xc0000142 error saying that they could not start the application.



I've tried searching for this error and have gone through the trouble shooting steps (sfc, etc). I've called MS Support and they tried to reimage my Windows 10 by creating an ISO and reinstalling from that. I thought it was fixed for a while but I found out all they did was install a version that didn't have this installed.



I tried searching future online and it seems like I'm not the only one with this issue. Could anyone help me on fixing this issue?

My computer specs:
Windows 10 Version 20H2 (OS Build 19042.631) (Education Edition)
MSI X570 Tomahawk (latest BIOS)
AMD Ryzen 5 5600x (latest chipset)
RTX 3080 (latest drivers)



I've uninstalled the update and paused it for the next month so my computer is working for now but I will eventually have to update this computer and I am worried about breaking it again.

I get that error when running a game but it was running normally at windows 7 before upgrading.
