    After KB4592438 is applied to our Window 10 laptops, we are no longer able to launch an IBM Distributed Debug tool. The error we see is the following:<snip>cppym35i.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc0000005.</snip>If we uninstall the update, the program works without any issue.     Is the same if you install the MSU instead of via Windows Update?

    If you have a look at that thread (the News section has a useful thread per update per build) you will see user experiences following. Several suggest that an in-place upgrade repair install fixes problems applying it. E.g. these posts:
