    Blimey, you really are stuffed, I have never seen the 3 power down tecnnique not work. I think I would take your HDD out and attach it to another pc with a USB connector and copy your stuff off to a backup and then wipe it and start again. It definitely sounds like your installation is borked.

    ALSO: to be clear, issue persists in safe mode, this is a semi-wide spread issue, i run a shop as well as another user reported in here and we have several.

    MS pushed an update that borked USB, they fixed it shortly after but those that were pushed the original update were screwed. I have 2 things to try today (one without UEFI install, which in theory would be easier, one with, which is a pita)

    Which update fried USB was that the KB4074588 patch as that seems to be the one that has caused me most grief on systems I am fixing?

    I had one tonight and I had a real issue getting to the Advanced repair menu becuase holding in the power button didn't work because the machine has a fast SSD Windows was shutting down cleanly before the mobo responded to the 5 second power button down. I figured out how to do it in the end I just let it boot to the login screen and thenn just pulled the power. When I repeated that 3 times it did then get me into the recovery menu. I found that in Safe Mode the mouse & keyboard were still disabled so I could not remove the patch. However going down the System restore option did work and once I restored to before the 14th February KB4074588 patch the machine then booted up OK and both keyboard and mouse were working. I then went into the advanced Windows updates section and put a 365 day delay on feature updates and a 35 day delay on other updates and paused Windows Updating for 30 days. Hopefully by then this bloody patch will be fixed and when the PC installs it, it won't bork the keyboard and mouse!!

    Thank you for this very useful post. I have an SSD and, having tried the standard power-on/off-3-times method without success, I was eager to try your method. Here's what happened:

    • I pulled the power cable, let the PC power off, restarted it, and it booted, after only one on/off cycle, to the troubleshooting/recovery menu that the standard power-on/off-3-times method had failed to reach. Kudos to you for that!
    • The menu I then saw was somewhat different than the one I saw when I had booted up from a disc created with the Win 10 Media Creation Tool, but I navigated to System Restore, and clicked on its icon, and---unlike what had happened (an error message) with the Media Creation Tool disc---this time the System Restore app opened correctly, and I was able to initiate the process to restore to a previous restore point. I thought my troubles were over, but, not so fast . . .
    • I chose a restore point for February 7, and though the process completed ("finalized"), it failed---I got an error message saying that the restore could not be completed and that no files had been changed.
    • So, I chose the restore point for February 14, prior to the offending "Critical Update" of that day. Same thing happened---the process proceeded normally and was finalized but ultimately returned an error message indicating failure.

    So close, but yet so far!

    Thanks again for your good post, Siv. Though System Restore failed me this time, it's very good to know your power-cable-pulling workaround for SSDs. If only I could get System Restore to work!

    I just received an email from a Dell tech whom I'd worked with on this issue using the Command line earlier today. The tech instructed me to do as follows:

    I would request you to please follow the below steps to resolve the issue :-
    Boot to Windows Recovery environment and attempt a system restore. If System Restore is not available , follow the below steps.
    • Boot to Winre-- Select Troubleshoot -- Advanced Options -- Command Prompt
    • In the command prompt window type – “ dism /Online /Get-Packages /Format:Table “
    • Look for and entry starting with “Package_for_KB4074588…….”
    • If the entry is listed type – “ dism /Online /Remove-Package /PackageNameKeyboard and mouse not recognized after boot-up! :package_for_ KB4074588……./quiet /norestart

    I need to say that this did *not* work for me (par for the course!)---I got an error message---but I offer it here in the event that it may work for someone else.

    Did you check that the keyboard is not working again as I had the same issue with another PC where the system restore failed but I found that the keyboard and mouse were working even though the restore failed??

    Yeah, I remembered that, thanks, but my keyboard and mouse are still *not* working.

    Re my lack of success with the Command line approach to deleting the update, I've written back to Dell and will preport back here if they provide me with new info.

    Well, it sorta worked---at least it enabled me to actually run System Restore, whereas previously I was unable to do that.

    As of yesterday I have ran into the exact same problem as devnull...

    ... And I found a solution that worked for me.

    This is where I got the information from:
    Recent Windows 10 Update breaks USB Mouse and Keyboard on Dell 3040 - Page 2 - Windows 10 Support

    Here is the step by step "guide" i used to fix the problem:

    Step 1
    Do the 3x power off thing to get to your system restore menu

    Step 2
    Get the command prompt going

    Step 3
    Type: Bcdedit /enum

    Step 4
    Find: osdevice
    and see what drive it is set to. With me it was drive g: but it may be something different on your computer

    Step 5
    Type: Dism /Image:G:\ /Remove-Package /PackageNameKeyboard and mouse not recognized after boot-up! :package_for_RollupFix~31bf3856ad364e35~amd64~~16299.248.1.17

    Note that I used Image:G because my osdevice was set to that drive. Refer to step 4 to see what yours is.

    Step 6
    After this is finished, shut down your pc via the winre menu and start it up again.

    Step 7
    Pray to whatever diety you believe in that this fixed the issue like it did for me.

    Additionally, I disabled windows update until they fixed the issue.

    BTW, I'll mention that the problem that I had booting to a thumb drive a few days ago was *not* due to the necessary USB 3.0 drivers failing to load during the boot process; rather, it was due to some sort of problem with the files on the thumb drive. Yesterday I used the Windows media creation tool to recreate the appropriate files from scratch, and now I am able to boot from the USB 3.0 thumb drive.

    This doesn't solve the non-functioning keyboard and mouse problem, but I thought that I should mention it, for the sake of clarity.

    I know this won't help many without a shop or extra spare computers with ps/2 but here goes.

    I have fixed 3 so far by the following:

    Pull the drive, place drive into pc with ps/2 port, boot up using ps/2 kb and mouse, and then uninstall the update in question.... IT WILL HANG at 75% (let the first one go overnight) just hit cancel and shut down. put drive back in old pc, itll restart itself a couple times, then you'll have your kb and mouse back!

    REMEMBER if you boot with UEFI you will need a UEFI pc with ps2, same with legacy boot, needs to be a pc with legacy!

    Wouldn't this need to be an identical computer to the ones you are having troubles with? Normally booting up in different hardware will cause a blue screen??

    Not windows 10, that's actually one of the best parts about it, youll get the normal first boot up of 10's "Getting things ready" while it adjusts to new hardware.

    WOW! We have a winner folks!!!!! This absolutely kills my solution, just fixed 2 more (with UEFI since i haven't had time to bring my board from home to the shop with both UEFI and ps2) UEFI boots with this! /bow!!!!!

    devnull, give this a shot, im 2/2 so far, be sure if you get an error, try again i must've fudged typing it out the first time!
