Windows 10: Lagging, Freezing after Windows 10 clean install

After an update, I suddenly wasn't able to boot up. After many tries, I made the media creation tool and reinstalled windows. Unfortunately, in doing that I lost the files that would allow me to bring computer back to factory settings, although the partition is still there. The problems persisted. I finally booted using an 8.1 repair disk and then did another clean install with a downloaded windows 10. I'm now up and running again, but it seems to lag and sometimes freezes for a few seconds. Its often slow to close programs. I have only added basic printer, so there wouldn't be any conflicts. I've done updates, have checked what runs on startup and background. The computer was running perfectly before this, so I'm not sure if I'm having a hardware or software program. Could I have some help to figure out why this lags and freezes sometimes?

Lagging mouse after clean install

Mouse ( Microsoft wired) pointer lags with 'short freezes' after a clean install of Windows 10 (Version 1809 or 1909). It always occurs several minutes after the installation has completed but preforms ok until then. Have tried multiple times with same results.
Any ideas (a process, a service, conflict...?)

• What are the troubleshooting steps you have tried to resolve the issue?
• Were you able to see any error code/ error message when the system freezes?
• Does the same issue persists while booting the system in Safe mode with networking?
• Have you installed all the pending Windows Updates and drivers after performing clean installation?
