Windows 10: Lagging Video and Cortana not working

I recently purchased a surface pro 6 (1 week old) and I'm running into two major issues.


1) When on Youtube or another site that plays video's, sometimes the video doesn't play properly and starts to stutter as if I'm playing it at 0.25x speed. The only way the issue resolves is if I restart my computer but of course it comes back. This happens frequently even when I'm not doing heavy multi-tasking. Flash is upto date.


2) The other issue is with Cortana. I try and use it but the moment I select it or try and go to settings and select the option "learn how I say "Hey Cortana"" Cortana software briefly opens and then closes.


Any suggestions?

Video and audio lagging on Windows 10

I have tried every step that you suggested with no good results. I have a TOSHIBA SATELLITE L675D-S7049..

The exact problem is the video and the sound lags and makes a buzzing sound . it does it on all videos and sound. even on iTUNES

 

Random lag spikes

We would like to know more about your lag issue:

• What browser are you using when you experience a lag?
• Does the lag occur in a particular game?

In the meantime, we suggest you run the System Maintenance troubleshooter. Here are the steps:

• Press Windows Key + X.
• Click on Control Panel.
• Select Troubleshooting.
• On the left pane, click on View All.
• Click on System Maintenance to run the troubleshooter.

Cortana not working

Just to ensure that the settings are configured correctly, please try the steps below.

This issue may occur if location settings are not turned on for Cortana.

To turn on location settings for Cortana, I suggest you to try these steps and check if it helps.

  Click on Start Button and type Location in the search.

  Open Location Privacy Settings.
  
• 
  Under the option "choose apps that can use your location" check if Cortana is turned on.
  
• 
  If not turn on and check if it helps.
