Windows 10: Language Interface Problem in Windows 10

I have just clean installed Windows 10 Pro 20H2 build 19042.685 and right after installation, I changed the system language to Indonesian. Then, I installed some updates and let the system settle down for a bit. However, after I restarted the PC, the Settings app, Start menu, and Taskbar were shown in English, not Indonesian while the rest of the system is. I tried uninstalling the language pack, reinstalling it, force-uninstalling it using PowerShell, creating a new user account, even launched Sysprep, but nothing seemed to help.





I thought this only happened to the Indonesian language pack this has happened before but Microsoft fixed it, so I tried installing another language. But the problem persisted in Spanish, even after setting it as Administrative language.





Is there anything I could do? This has driven me nuts. I don't want to do a clean install again. These are the updates that got installed, if it may help.

Windows 8.1 update changed the language, can't change back

Maybe, these will help... it seems it is a common enough problem.

Language packs are no longer available after you upgrade to Windows 8.1

Change your Windows display language

  (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
• Tap or click Time and language, and then tap or click Region and language.
• Tap or click the language that you want to set as your display language.
• Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
• Sign out and then sign back in to finish.
