Windows 10: laptop and phone

Yeah i had a pretty good amount of of equipment that was messed up by being constantly badgered even right now i am using and old laptop and it thinks i,m on my phone but my phone won,t boot up in a loop and can,t get past the first logo ,bootloop so everything i do ! is saying im on my phone but it,s getting manipulated to think that have windows 10 need to get my phone past logo so i can use it again been about 3 4 months since it just started over and bootlooped since! oh and my roku tv and wifi are controlled also im a prisoner in my own house anybody else got a story similar to this

Your list confirms my phone is eligible, Lumia 521. The windows Insider App fails after ~ 15 seconds, restores data and gives me error 80073cf9. I trouble shot this and went thru all the steps mentioned on several websites including MS without any luck. Short of a hard reset, this is where I am now. Suggestions appreciated.
