Windows 10: Laptop failed. Can I move the purchased license to a new computer?

I had purchased a Windows 8 Pro license for a laptop that had been on an enterprise license previously. I have since upgraded it to Win10 pro. Problem is that the laptop is now failing with overheat issues. I have another laptop that I'd like to move that license to. It currently has an OEM windows home license. Is it possible to move my purchased Windows pro key to the newer laptop and if so, what would be the proper way to go about it?thanks,Hal

My Windows License is listed on my account page tied to my laptop. It gives me the option to Remove the PC. Will this realease the license to be reappliedt omy new computer.

Yes, they are Win10 and for each new build I do, I purchase a new license; no transfers and no hardware changes either. When I build a computer, that computer is listed under "My Devices", which represents a license; how do I get that computer off of my
device list? Because it is no longer my computer.
