Windows 10: Laptop power button blinking and not reacting

My laptops power button keeps blinking and so do the lights on my mouse when plugged in, yet if I press or hold the power button, the laptop doesn’t react at all, I even tried removing and reinstalling the battery, which didn’t work and the laptop has no way for me to access the hardware, from the looks of it, it’s in a constant state of trying to boot up but failing and immediately trying again, for now I’ve removed the charger, in hopes of the laptop turning off due to its battery being empty and then try to turn it on again, but other than that I really have no clue what to do.

Why is the power button blinking light

The power button on my laptop keeps blinking and I'm getting no power however I haven't plugged into the charger and it is indicating that it is charged and the power light on the other side of the laptop is also on indicating that there should be power but Getting atype of home screen or anything like that please help

My brother's laptop, an HP Silver Pavilion, was not working. The power wouldn't turned on so I thought the problem was the battery because he hasn't have a changed battery for years. I bought a replacement battery and waited until it was full charged to turn the power back on. However, the laptop still wouldn't turned on and all I see is the Wi-Fi button blinking for 5 seconds then disappeared and repeat the cycle.

Is it normal for a laptop to be in this condition? Is there any advice or solution to help fix this laptop?
