Windows 10: Laptop problem

My F12 key stays lit red when I turn off my computer. When I want to turn the computer back on, I have to press the power button until the red light goes off, then press the power button again to turn the computer on. While the computer is on, the F12 light is lit up white. What do I have to do to for my computer to go completely off and for the F12 light to go off when I am done with my computer??? I am afraid that I may be doing harm to my computer because of this situation.
