Discus and support Latest AMD Radeon Graphics Driver for Windows 10 in Windows 10 Graphic Cards to solve the problem; I have the same issue with the ati radeon hd 4600.     You can also go through the Update Catalog (needs IE), sort by date, and try anything but the latest one.

    You can also Roll Back Driver in:
    • devmgmt.msc > Display adapters > ATI Radeon HD 4600 Series > Right-click > Properties > Driver
    or possibly pick one locally in:
    • Update Driver.. > Browse my computer for driver software > Let me pick from a list of device drivers on my computer.

    I actually downloaded & installed the drivers (which came with the chipset) directly from my manufacturer's (HP) website and it fixed the only issue I had - the HDMI not working. I have no remaining issues with either the graphics drivers or W10 in general.

    Latest AMD Radeon Graphics Driver for Windows 10

    I received driver version 15.200.1065.0 for my AMD 8650G + 8670M Dual Graphics card. I got the update through Device Manager.

    I don't see this version on AMD's website though.
