Windows 10: Latest Win10 Updates

I got KB3176936 [14393.82] on 8/24 and the Regedit edit to PaintDesktop quit working even though it was correctly set.
I got KB3176938 [14393.105] today [while I was out shopping] and PaintDesktop also will not work even though set as directed.
I have a reason to have it showing, more than 1 computer and both Home and Pro versions. It still works on the Insider Preview.

Follow the below methods and check if it helps.

Run the Background Intelligent Transfer service Troubleshooter on the computer.

Refer these steps:

1. Press Windows key + X, select
Control panel.

2. Change the view by option on the top right to Large icons.

3. Click on Troubleshooting and click on the view all option on the left panel.

4. Run the Background Intelligent Transfer service Troubleshooter

5. Restart the system and check if the issue is resolved.

Thanks AnthonyJose for your prompt response. I did as you asked. The Update Troubleshooting tool said it found and fixed the problem. And it did resolve the cycle I was in that reported "updates in progress," but I am now where I was when my problem began.

I'm hung up at the OneNote 2010 KB3114410 32-bit Edition update, at 0%. When my problem started it was hung up at 97%.

I've rerun the troubleshooting package. It again reports found and repaired problem, but nothing changes. Ran it again twice in succession with identical results, so something strange is going on.

The only change I've made to my system is adding the AMD Catalyst Control Center. The only devices connected to my Notebook are 64GB BU Flash Drive and HP receiver for my wireless mouse. The notebook connects to the internet via Wi-Fi and communicates with
other computers and printers via my Homegroup.

Hope I've given you enough info. Problem persists, but I'm sure you can fix it.
