Windows 10: License required for testing?

Good day,we are a SW vendor for self-service terminals that run on Windows 10 LTSB 2016 and LTSC 2019.In order to test our installation routines we would like to use VMs where we install the operating system, firmware and custom software in an automated fashion. After the test, the VM is taken down.Is this procedure covered by "evaluation" or is a paid license required for that purpose?In either way, could you please refer to the specific paragraphs in the license agreement that supports the statement?Thank you & kind regards,Reinhard
