Windows 10: Lingering hover box

So I just noticed today that when I move my mouse over the programs in my toolbar, a white box with the name of the program pops up the second the taskbar vanishes. I don't even have to hover for it to happen, just a super quick skim will activate it. But it doesn't pop up when my mouse moves off the program that is currently being used. Does anyone know any fixes for this?

WEll i took on this project for PP hes a hardware reviewer and wants to get the professional looking pics for the Pc parts

Materials:

• Big cardboard box

• a razor

• white material 3 yards

• cone lights

• stapler

• medical tape

• pvc pipe about 6 inches longer than your box

• white paint any cheap finger paint would work

the project I'm guessing will cost me $30 if it works out properly
I will post pictures and step by step as i do it

Trouble with Hover function

Hi Gwendolyn,

The option to activate a window by hovering it with the mouse may not be enabled, and this could be a possible cause why you are experiencing an issue with using the hover function of your mouse.

Follow these steps to enable the Activate a window by hovering it with the mouse option:

• Using Cortana, type ease of access.
• On the search results, click on Ease of Access Center.
• Choose Make the mouse easier to use.
• Under Make it easier to manage windows, tick on the checkbox beside Activate a window by hovering it with the mouse.
  
• Click Apply and then click OK.
• Restart your computer.
