Windows 10: location's frequently in use

    so, the location icon pops up frequently in my system tray area, now I know that means my location's in use, but does it have to pop up sometimes as many as 5 times in about as many minutes? I'm giving real thought to disabling the ruddy thing.

    WLAN is free but very limited in locations which makes OVI not free if I want to use it frequently in different places.

    Frequently getting the message "File in use" when trying to delete files.

    Possible solutions:

    1) I read on another post that Shift+delete allows you to PERMANENTLY delete the file. I haven't tried it yet but it had lots of "solved my problem" likes. Give that a try.

    2) For me, my issue was related mostly to PDF files. Once I get the notice "This file can't be deleted because Microsoft has known it to be a problem since 2013 in other versions but they can't be bothered to fix it so you'll just need to waste your time
    trying everything under the sun." (Well, it says something different but that's what I read in my head when I see it! GRRRR!!!) Anyway... if I open Adobe Reader (the program, not a specific PDF) and then close it, I can then delete my file. So it seems that
    Adobe may be the culprit in my case.

    3) Someone else fixed their problem by being sure they were not in Preview mode when deleting the file. This did not work for me.

    4) And finally, sometimes, if I walk away from the problem and try it 5 minutes later, the file will delete. This is completely unacceptable as a solution, especially if you are cleaning up files, but just wanted you to know it's a possible option.

    I've always had this problem to some extent but it is FAR worse in Windows 10.

    none of my apps are allowed to use my location, I think its just cortana.
