Windows 10: Lock screen is blurry settings are locked after 1903 update?

In the settings it says "some of these settings are hidden or managed by your organization" They are not hidden but I can not change them, so I guess they locked. Any ideas how to fix?

Just updated to Windows 10 Pro 1903 and the startup lock screen is blurry. How do I fix this?

 

Lock Screen picture can't be changed after 1903 update

At first after the 1903 update the sign on screen was blurry, but I found a registry change at

that fixed that. However, if I go to the lock screen settings, the picture there is blurry and the picture for the lock screen can't be changed. There is a message at the top that says "some of these settings are hidden or managed by your organization."
Is this a new feature or is something wrong?

I am using Windows 10 Home on a Lenovo x1 carbon laptop.

I suggest you to follow the steps below to set the lock screen option as Windows Spotlight and check if it helps.

1. Right click on Desktop screen.

2. Then click on Personalize.

3. Click on Lock Screen.

4. Try to select Windows Spotlight from the list.
