Windows 10: Looking for software to make your own card draws online

Hello, I have a friend who sets up his website (he is not a web developer), and who is looking for software (or a piece of software) to offer visitors to his website online card draws - like a draw. tarot. The Internet user would therefore connect to my friend's site, and draw cards. I specify that my friend would use non-standard cards (he is a visual artist, so he has his own card visuals). Do you know of anything that would allow a non-developer, who knows a bit of HTML, to run such an interface on their website? And if not, where can I ask the question to hope for an answer?

Newbie, looking for new graphics card.

I am currently having problems with my 4870s noise.
In my honest opinion, its just too damn loud.

Getting to the point, i am looking for a new video card that is

• Quiet/silent
• Decent power
• around 120 dollars or less.
• Dual dvi outputs for 2 monitors
• Easy/Low maintenance
• Not a puzzle to install

Im going to buy a new video card very soon, so any suggestions would be greatly appreciated!
