Windows 10: Looping restart

After i restart, now its appears to be looping:

after i choose yes, i choose US keyboard and i choose below this screenshot where cursor is focused:



And it loop back to the top screenshot.. it looped about 10 times then it proceed now to windows 10. How this happen rn????
