Windows 10: Lost network/homegroup sharing

It's really strange. When I go to settings, network, reset network on both desktop and HTPC, I get different results.

My HTPC asks me if it wants to be discovered on a network, and when I click on the adaptor in the settings/network/ethernet menu, there is an option to turn the network from public to private.

On my desktop I am not asked any of these questions after resetting, and I am not presented with that switch when I go to settings/network/ethernet.

The only way I have found to make my desktop network private is through regedit, but I am still not able to see the HTPC then either...

...even after regedit I still see private network in one window and public in another...see screenshot below

If you re-flash back to the original router firmware , would your networking be restored?

 

I'd rather not go that route then I'm back with Japanese which I can't read....
